New report on Tibet highlights self-immolations, reincarnation of Dalai Lama



New Delhi, Oct 30 : From incidents of self-immolations, human rights, cultural genocide to the history of Tibet's status and reincarnation of His Holiness the Dalai Lama -- a new report released on Tuesday highlights the contemporary and prevalent issues faced by Tibet.

The report titled 'Tibet Was Never A Part Of China But The Middle Way Approach Remains a Viable Solution' was launched by the Department of Information and International Relations (DIIR) of Central Tibetan Administration (CTA).

The report, organized into nine chapters, covers self-immolations, human rights, cultural genocide, the history of Tibet's status, the environment, urbanization, economic development, the reincarnation of His Holiness the Dalai Lama, and the Middle Way Policy.

"The chapters aim to be comprehensive but digestible. Given that each topic could be a book of its own, the report serves as an overview of the most pressing issues in Tibet for those involved with or interested in the Tibetan cause," DIIR's Information Secretary Dhardon Sharling said during the launch of the report.

Published in Tibetan, English and Chinese languages, the report was unveiled by Prof. Anand Kumar and Dr. Lobsang Sangay, President, Central Tibetan Administration here.

"For Tibetans, information is a precious commodity. Severe restrictions on expression accompanied by a relentless disinformation campaign engender facts, knowledge and truth to become priceless. This has long been the case with Tibet. This report marks the CTA's current contribution to this effort," said CTA President Dr Lobsang Sangay.

India is the biggest challenge for Beijing to use Buddhism in support of President Xi Jinping's Belt and Road Initiative (BRI) to tackle terrorism and separatism and for strategic purposes, leading Chinese scholars have said.

For one, the Chinese Buddhist scholars argued at a recent symposium, the Dharamshala-based Dalai Lama has established a "separatist" base in India and promotes traditional religion and culture – as opposed to the Communist Party's socialist values – to maintain his base.

India itself is a "stumbling block" as it has not joined BRI, a connectivity project worth billions of dollars, because of geopolitical reasons.

The scholars gathered this week in northwestern Qinghai province to discuss how to leverage Buddhism in constructing and expanding the BRI. The symposium was seemingly focused on "Sinicizing" – and also politicizing – Buddhism for the purpose of statecraft.

"Soft power like religion, if used properly, will convert to hard power," one scholar said.

"Guided by the core socialist values, the symposium aims to encourage Tibetan Buddhism to adapt to the socialist society and teach the religion to serve the construction of the Belt and Road Initiative," the sitetibet.cn news website reported.

Tibetan Buddhism can act as a bridge between BRI countries so that they can better communicate with each other since religious and cultural beliefs are similar in Central and South Asia, Qin Yongzhang, a research fellow at the Chinese Academy of Social Sciences (CASS), told Global Times tabloid.

The BRI, for example, has "injected new energy into China-Nepal ties" and China has built a relationship with Mongolia through Tibetan Buddhism.

Not so the case with India.

"One immediate challenge of promoting BRI through Tibetan Buddhism comes from India, which has been holding back for geopolitical reasons," Qin said.

"The Dalai Lama has established a separatist base in India, and has been advocating the 'traditional culture' as leverage to expand his influence."

Buddhism has a significant role in curbing separatism, religious extremism and terrorism while implementing BRI because it pursues harmony and opposes violence, said Xiong Kunxin, an ethnic studies professor at Tibet University in Lhasa.

The position against India and the Dalai Lama is in line with a recent decision by a Chinese county not to allow India-trained Buddhist monks to teach in China.

In May, the county in southwestern Sichuan province banned Tibetan monks "wrongly educated" in India from teaching Buddhism to prevent the spread of "separatist" ideas.

Officials of Litang county issued the ban, the first such move outside the Tibet Autonomous Region (TAR).

"As some monks received education overseas from the 14th Dalai Lama clique – whom China regards as separatists – it is necessary to tighten supervision so as to prevent the clique from using local Buddhists to conduct separatist activities," Zhu Weiqun, former head of the ethnic and religious affairs committee of the national committee of the Chinese People's Political Consultative Conference, had said.

Undocumented immigrants pay billions of dollars in federal taxes each year

One of the biggest misconceptions about undocumented immigrants is that they don't pay any taxes. In his first address to Congress, President Trump set the tone for his coming immigration agenda when he said immigration costs US taxpayers "billions of dollars a year."

A 2017 Gallup poll that asked survey respondents "whether immigrants to the United States are making the [tax] situation in the country better or worse" found that 41 percent said "worse," while only 23 percent said "better" (33 percent said they had "no effect").

The reality is far different. Immigrants who are authorized to work in the United States pay the same taxes as US citizens. And, contrary to the persistent myth, undocumented immigrants do in fact pay taxes too. Millions of undocumented immigrants file tax returns each year, and they are paying taxes for benefits they can't even use.

The best estimates come from research by the Institute of Taxation and Economic Policy, a Washington, DC, think tank, which suggests that about half of undocumented workers in the United States file income tax returns. The most recent IRS data, from 2015, shows that the agency received 4.4 million income tax returns from workers who don't have Social Security numbers, which includes a large number of undocumented immigrants. That year, they paid $23.6 billion in income taxes.

·         Those undocumented workers paid taxes for benefits they can't even use, like Social Security and Medicare. They also aren't eligible for benefits like the earned income tax credit. But the IRS still expects unauthorized immigrants to file their taxes, and many of them do so.

Filing taxes helps immigrants create a paper trail to show when they entered the country and how long they've been contributing tax dollars. Many are hoping it will help them get legal status one day. That has happened in past reform efforts, and one of the first requirements is usually to prove that a person has been paying taxes. That was the case for the undocumented youth granted temporary work permits under President Obama's deportation relief program, known as DACA.

·         So, despite all the political rhetoric, undocumented immigrants are not a drain or burden on the government.

How unauthorized immigrants pay their taxes

In April 2017, I visited Casa de Maryland in Rockville, Maryland, which hosts two federally subsidized centers where low-income workers can file their taxes for free. That year, they had helped about 200 undocumented immigrants file their taxes, and many were waiting in line with their paperwork when I stopped by.

I watched tax preparer Earvin Gonzalez go through the process of helping undocumented immigrants file their taxes. Maria, whose last name is being withheld because of her immigration status, handed him a folder with tax documents from two jobs. Her W-2 showed that a housecleaning company paid her $17,288 in 2015.

As Gonzalez filled out her information in a computer software program, a green box popped up on the computer screen: "Taxpayer's Social Security number is not valid."

·         That wasn't a surprise. The 36-year-old woman from El Salvador is undocumented, and she told me that she made up the Social Security number on the W-2 form because she doesn't have one. Her employer never asked for identification to verify it, she says. Instead, she has an Individual Taxpayer Identification Number (ITIN), created by the IRS in 1996 so people who aren't allowed to work in the United States could still file taxes on any income they earned. (The IRS does not share ITIN information with immigration authorities.)

Maria said she applied for an ITIN number shortly after arriving illegally in the United States from El Salvador in 2009. People told her that having a record of paying taxes would help her with her case to gain legal status if immigration reform happened.

Comprehensive immigration reform failed in Congress, but Maria is still paying her taxes every year. "I think it's important, and all my relatives pay their taxes too," she told me.

·         Last year, her tax documents also included two 1099 forms, for her second job as a contractor.

"What kind of jobs were these?" Gonzalez asked her in Spanish.

"After cleaning houses, I would go lay concrete in parking lots," she said.

Those two jobs brought in a total of $24,845 last year, and Maria still needed to pay taxes on that income. Gonzalez entered some deductions, such as the $1,500 she spent on equipment to pour and level concrete and the 12,000 miles she drove between job sites. Maria, who is a single mom, claimed two dependents: her 16-year-old son and 13-year-old daughter. With her ITIN number, she was able to claim child tax credits, but not the earned income tax credit, the major federal tax credit for low-income working families.

·         In the end, Maria owed $1,131 in income taxes to the state of Maryland and $775 to the federal government. She said she had some money saved up because she knew she would have a tax bill at the end of the year from the contracting jobs. But she said she will probably get on a payment plan with the IRS. If Maria had qualified for the earned income tax credit, her tax bill would probably have been about $500 lower.

Unauthorized immigrants boost funding for the Social Security system

It's true that not all undocumented immigrants pay federal income taxes, because the government has no way to keep track of their under-the-table earnings. The IRS can withhold taxes from those hired with fake Social Security numbers, but workers who get paid in cash could simply choose not to report it, unless they voluntarily file a return with an ITIN number.

Still, all undocumented workers fund public schools and local government services by paying sales and property taxes like everyone else. The Institute on Taxation and Economic Policy estimates that they pay about $11.7 billion a year in state and local taxes.

And workers who get a paycheck, like Maria, still have payroll taxes for Medicare and Social Security withheld from their paycheck, even if they put a fake Social Security number on their W-2 form. The IRS estimates that unauthorized workers pay about $9 billion in payroll taxes annually.

In Maria's case, the W-2 form showed that she paid $1,072 into Social Security and $251 into Medicare, two social safety net programs she may never benefit from.

A portion of the payroll tax withheld from undocumented immigrants — like all workers — goes to the retirement trust fund at the Social Security Administration. In 2013, the agency reviewed how much money undocumented workers contributed the retirement trust fund. The number was astonishing: $13 billion in one year.

The chief actuary of the Social Security Administration, Stephen Goss, estimates that about 1.8 million immigrants were working with fake or stolen Social Security cards in 2010, and he expects that number to reach 3.4 million by 2040.

"We estimate that earnings by unauthorized immigrants result in a net positive effect on Social Security financial status generally," Goss concluded in the 2013 review.

These numbers are a stark contrast to the often repeated rhetoric that undocumented immigrants are a drain on the US economy. Even most Americans seem to think so — in a 2014 Reuters poll, 63 percent of people surveyed said they believe undocumented immigrants burden the economy.

Emiliano, a 57-year-old undocumented day laborer from Honduras, told me that he knows many people assume he doesn't pay his taxes. He doesn't care. He just hopes one day it will help him get legal status.

When I told him the chances don't look good under the Trump administration, he shrugged.

"You have to have hope in something," he said.

"Nyingchi" means "the Grand Seat of the Sun" in the language of Tibetan. It is noted for its green mountains and clear water. The Himalaya and Tangula Mountains wind their ways from west to east like two colossal dragons and join the Henduan Mountains in the east. The city of Nyingchi, lying in the southeast of Tibet, is in the embrace of these three mountain ranges. Nyingchi is also called "the Switzerland of Tibet" and "the Jiangnan of Tibet" (Jiangnan means the fertile and prosperous area in the south of the Yangtze.)

The primitive forest of Nyingchi is well preserved in which one can easily find the upright ancient plateau Tibetan cypress, the Himalaya cold cedar, the "living plant fossil"- the tree bracken and a vast variety of azaleas. Nyingchi is therefore entitled "the Natural Museum and "the Natural Gene Pool". The area around the Buqun Lake is deemed to be the place where the wild man was living.

I am offering my prayers for the dawn of freedom at 'The Grand Seat of the Sun'.

The term "HOLISTIC" has to be defined by identifying the individual who may benefit from the learning experience called 'Holistic Education'. I coined the phrase 'Whole Dude' to give my definition of Whole Man.

I describe the Seven Dimensions of the Man to define the phrase Whole Man or Whole Dude. These dimensions are 1. Man, the Physical Being with cells, tissues, organs, and organ systems, 2. Man, the Mental Being with thoughts, feelings, and moods, 3. Man, the Social Being, in which the Singularity of Man in reality represents a vast biological or biotic community of interacting individual, independent cells apart from trillions of organisms, 4. Man, the Moral Being who can choose good or evil actions and make the distinction between right and wrong in the performance of his living activities, 5. Man, the Spiritual Being who desires Peace, Harmony, and Tranquility in his Living Experience, 6. Man, the Created Being who has no choice other than that of existing as an Individual with Individuality, and 7. Man, the Rational Being who accounts for the Subjective and Objective Reality of his Physical Existence in the Natural World.

Tibetan spiritual leader Dalai Lama on Wednesday said the only hope to create a more peaceful future is through a more holistic education in which knowledge of materialistic values, physical and emotional health are integrated.

Interacting with 28 youth peace builders from 14 countries of conflict, he said the younger generations have the opportunity to contribute to a happier world.

He lamented the increasing use of violence and advocated for a greater role of youth and education in the transformation towards peace.

He stressed his conviction that education is the key to changing people's way of thinking. "The hygiene of physical is already in our education and now we need to include hygiene of emotion in a secular education system," he said. He argued that relying on religious system of moral won't appeal to everyone. He expressed his profound admiration for the ancient Indian knowledge for its contribution toward the understanding of the human mind and the imbibing of practices to tackle negative emotions. He said a new curriculum combining the ancient Indian knowledge which focuses on inner peace and wisdom with modern education that brings physical comfort, is being implemented in various educational institutes across the country.

"If you want inner peace, you should come to India. Come here and study modern education and ancient knowledge, but if you want more dollars, then you should go to the US or Europe," he said. He urged for a greater sense of oneness and mutual understanding during his conversation and said 7 billion human beings have to coexist on this planet.

"Future of the east, west and north and south depend on each other. National boundary is not so relevant given the new problems such as global warming and climate change. As human brothers and sisters, we have this brilliant intelligence and on top of that, we share an innate compassionate nature. As you witness more and more suffering, use it as an opportunity to strengthen your determination and willpower," Dalai Lama said.

This is the third annual dialogue with youth peacebuilders drawn from countries across Africa, the Middle East and Asia and this year's youth leaders came from 14 countries, including Syria, Afghanistan, Central African Republic, Iraq, Somalia, Colombia, Nigeria and seven others.

As China enters the era of big data, a key university in Southwest China's Tibet Autonomous Region is using this technical method to monitor the flow of tourists.

Analysts said the move will not only boost the tourism industry but also help safeguard regional stability and promote national unity.

Tibet University, the largest university in the region with an internationally renowned department of Tibetan studies, has established a big data center based on tourism information.

The center was jointly built by the university's information and technology school and Beijing-based Wiseweb Technology Company, one of China's leading companies that provide big data smart software and services. It was officially launched in early September.

Nyima Tashi, dean of the school, told the Global Times on Friday that the center aims to provide data support for the regional government to boost the local tourism industry and further accelerate the region's openness to the world.

Nyima said the school installed a real-time monitoring electronic screen which could display the number of tourists in a given period and the specific number at any tourist attraction.

Moreover, it can show the background information of local tourist attractions and exhibit any trends of changing tourist preferences.

"In near future, the screen could also show more information about tourists, such as the origin of domestic and overseas tourists and their preferences of scenic spots, as long as the information does not invade personal privacy," Nyima noted.

The big data screen made its debut at this year's tourism and culture expo that kicked off in Lhasa, the capital of Tibet, in early September.

Wang Sheng, deputy manager of Wiseweb, told the Global Times on Thursday that the data aims to provide a reference for the regional government to monitor tourism market dynamics.

For example, the screen could display important events held in Tibet, ticket information, and the number of tourists in different scenic spots, he said. 

"The real-time monitoring could give a warning to the government on negative social events," Wang noted.

According to Wang, some data is captured from open sources on the internet while other data is purchased from tourist companies. For the next step, the company will obtain more data from different levels of government. "Possibly, the screen will show more information about overseas tourists," said Wang.

The big data center impressed foreign visitors. Han Woo-duck, director of South Korea Central Daily China Institute, said in an article published on its website on September 18 that what marveled him most during his four-day visit to Tibet was not the Potala Palace or the Jokhang Monastery, but the big data center at Tibet University.

Han said the university's staff led him to the center, and the changing data on the screen, shown as pie charts and bar graphs, could demonstrate the changes of tourists in real time.

"It means that the Tibet University, located in the deep heart of China, is building up a big data center. It marks a clear comparison with South Korea, where there is not any real-time information about the number of tourists in scenic spots or the major gathering spots of overseas tourists," Han said in the article.

Tibet received a record 25.6 million domestic and foreign tourists in 2017, up 10.6 percent compared with the previous year, the Xinhua News Agency reported in January, citing regional authorities.

Tourism has become one of the pillar industries in the region. Tourism revenue during 2017 reached 37.9 billion yuan ($5.9 billion), with a year-on-year increase of 14.7 percent. Statistics showed that for the past five years, total tourism revenue in the region topped 130 billion yuan, said Xinhua.

Due to special ethnic traditions and environmental protection concerns, overseas tourists must get a permit from the regional tourist bureau before entering into Tibet.

From January to April, Tibet received nearly 40,000 foreign tourists, up 50.5 percent compared with the previous year.

 "A big data system incorporating tourism information will help local governments manage the industry in a more orderly way and avoid accidents," Xiong Kunxin, a professor of ethnic studies at the Minzu University of China in Beijing, told the Global Times on Friday.


In addition to sharing the beautiful scenery and cultural heritage with the outside world, developing tourism in Tibet is also an important move to safeguard regional stability, promote national unity, and guard against separatist forces, said Xiong.
