On August 22, 1996, US President Bill Clinton (Democrat) signed into Law that reintroduced Slavery, Involuntary Servitude, Serfdom and Forced Labor in the pretext of making 'A New Beginning'. Welfare Reform Act or Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) is unjust and unfair for it violates Constitutional Law that defends natural rights of all people living in United States. All US taxpayers must be treated as equals for receiving retirement income benefits for which they paid taxes. President Clinton's action constitutes transgression of President Abraham Lincoln's Emancipation Proclamation that saved US Non-Citizens or Aliens from burdens of Slavery.

I ask my readers to review 43-word 13th Amendment and tell me if those words still govern, rule, and operate the lives of all people, wage earners who perform labor paying taxes.

My readers should not be surprised if I describe US Congress as "Slave Driver." The reason for my claim is based on PRWORA enacted by US Congress in 1996 that amended US Social Security Act of 1935. This legal provision enacted by 104th US Congress is incorporated as Section 202(y) of the Social Security Act. It mandates that no Retirement Income benefits shall be payable to registered alien(non-citizen) taxpayers in the United States without showing proof of lawful residency as determined by the Attorney General. In my view, unexpired Employment Authorization Document (EAD) must not be demanded if worker has attained full retirement age as determined by law.

Social Security Act, Section 202(y) violates the principle enshrined in those 43 words called the 13th Amendment.  This 1996 amendment to the Social Security Act is fundamentally flawed for it is unconstitutional. It takes away property rights (earnings, wages and retirement income) of individuals who paid Federal, State, Local, Social Security and Medicare Taxes working in this country to attain full retirement age.

The Emancipation Proclamation issued by President Abraham Lincoln (Republican) in September 1862 came into effect on January 01, 1863 freeing slaves in all territory still at War with the Union. These slaves were not citizens of the Land and had no political rights of their own. In Law, Servitude or Slavery refers to the burden imposed upon property of a person by a specified right another has in its use. Servitude involves labor in which the person who performs labor has no right to his earnings from labor. The Emancipation Proclamation specifically protects, defends, preserves and safeguards rights of aliens or non-citizens residing in the United States.

The amended Social Security Act unconstitutionally gives power to Social Security Administration to withhold property (wages, earnings, monthly retirement income benefits) of alien workers who are not convicted by US Court of Law. In my analysis, The Social Security Act of 1935 amended in 1996 does not uphold Constitution as the Supreme Law of this Land.

I ask my readers to make the distinction between Social Security Tax and Monthly Retirement Benefit. The first represents tax paid to government and the second represents earning or wage entitled to a retired person to provide income and security during old age.

WASHINGTON – Earlier today, at a ceremony in Emancipation Hall of the United States Capitol Visitor Center, President Obama and leaders of Congress commemorated the 150th anniversary of the 13th amendment to the Constitution. Following are House Speaker Paul Ryan's (R-WI) remarks at the ceremony, as prepared for delivery:
The Thirteenth Amendment is just 43 words long. It is so short that, when you read it, you can almost miss the whole significance. You have to stop and remind yourself that 600,000 people died in the Civil War—600,000 died over 43 words. Or to be more precise, they died in a war that decided whether those 43 words would ever be written.

The Repeal movement exposes President Clinton's contemptuous violation of Constitutional Principles of equal protection, equal justice and equal treatment under Law.

US Social Security Administration must either obtain criminal conviction or designate US taxpayer as "SLAVE" to withhold payment of monthly retirement income benefit of septuagenarian senior alien.

President Clinton's Slavery Law of 1996 tramples upon fundamental freedoms and human dignity entitled to all human beings without any concern for their country of origin or citizenship status. Washington, D.C. — The Reciprocal Access to Tibet Act took a big step forward when the House Judiciary Committee approved the bill unanimously. The next step is for the act to move to the floor of the House of Representatives.

House Judiciary Committee Chairman Bob Goodlatte (R-Va.) Wednesday delivered the following statement during the Committee's markup of the Reciprocal Access to Tibet Act of 2017 (H.R. 1872). The Committee approved this bill by voice vote".

Chairman Goodlatte in his statement said, "H.R. 1872, the Reciprocal Access to Tibet Act of 2017, addresses an issue of longstanding and increasing concern regarding China's treatment of Tibetans living in the Tibetan Autonomous Region (TAR) and other Tibetan areas controlled by China."

"In 1950, the Chinese People's Liberation Army went into Tibet [Central Tibet] in order to establish control over the region. In the years since then, as noted by the U.S. Department of State, the Chinese Government "has imposed severe restrictions on Tibetans' ability to exercise their human rights and fundamental freedoms," the Committee said in a press release issued on July 25, 2018.

"Such restrictions occur with regard to religious practices, freedom to travel, freedom to practice cultural and language preferences, and other aspects of life," Goodlatte said.

"In addition, the Chinese government routinely engages in human rights abuses, such as extrajudicial killings, torture, and arbitrary arrests," Goodlatte added by saying: "In fact, the Chinese government's actions are so severe that in recent years, over 150 Tibetans have self-immolated in a last ditch effort to get the rest of the world to focus on the problem."

"In order to prevent documentation of the religious freedom restrictions and other human rights abuses to the outside world, the Government of China has severely limited access by foreign nationals to the Tibetan regions," Goodlatte added to the statement.

"Such limitations prevent access to U.S. officials seeking diplomatic and consular access, journalists, human rights workers, and even tourists. When rare access is granted, activities are closely monitored by the PRC and information dissemination is restricted," Goodlatte further said.

The statement quoted the US-based advocacy group for Tibet, ICT President Matteo Mecacci, who noted in a recent report that the Chinese government is trying to restrict access to Tibet to a degree that exceeds even North Korea, where at least some foreign media are based. By contrast, international journalists, diplomats and civilians are almost always denied access to Tibet, a historically independent nation that China has occupied for nearly 70 years and rules with an iron fist.

"In fact, travel by Chinese nationals, including those with direct and substantial involvement in the formulation of policies to restrict access to Tibet, is routinely allowed by governments all over the world, including the United States," the Committee Chairman stressed.

According to the US House Judiciary Committee Chairman, "During FY 2017, for instance, nearly 1.5 million tourist visas were issued by the United States to Chinese nationals. And those visas are valid for ten years – during which the Chinese nationals can visit the U.S. multiple times. During that same period, the United States issued nearly 4,500 diplomatic visas to Chinese officials."

H.R. 1872 prohibits an individual who is "substantially involved in the formulation or execution of policies related to access for foreigners to Tibetan areas" from being granted a U.S. visa if the Secretary determines that;
1) the requirement for specific official permission for foreigners to enter the Tibetan Autonomous Region remains in effect; or
2) such requirement has been replaced by a regulation that has a similar effect and requires foreign travelers to gain a level of permission to enter the Tibet Autonomous Region that is not required for travel to other provinces in China; and
3) restrictions on travel by officials, journalists, and citizens of the United States to areas designated as 'Tibetan Autonomous' in the provinces of Sichuan, Qinghai, Yunnan, and Gansu of China are greater than any restrictions on travel by such officials and citizens to areas in such provinces that are not so designated.

"Any visa currently held by such individuals will be revoked under the bill," the Committee said, adding: "The bill then requires the State Department to report annually to the House and Senate Judiciary Committees as well as the House Foreign Affairs Committee and the Senate Foreign Relations Committee, on the number of actions taken regarding visas pursuant to the legislation."

The Chairman also quoted the State Department as saying, "in recent years there have been very small inroads made with regard to access to the Tibetan areas. And while some have expressed the concern that moving this bill could make the Chinese Government roll back some of those inroads, moving this bill is the right thing to do. It is time that Congress take a stand with regard to access by foreign nationals to the Tibetan regions."

"I want to thank Congressman McGovern for his work on this issue and I urge my colleagues to support the bill. I yield back the balance of my time," says Chairman Goodlatte.

One by one, other committee members spoke up at this morning's hearing in support of the bipartisan legislation, which seeks to ensure that Americans are given the same access to Tibet that Chinese citizens have to the United States.

Under the Reciprocal Access to Tibet Act, Chinese officials responsible for discriminating against Americans who try to enter Tibet would be banned from entering the United States.

"If Chinese officials, journalists and other citizens are able to travel freely in this country, it's only fair that their American counterparts are able to do the same," Rep. Pramila Jayapal (D-Wash.) said.

Rep. Jerrold Nadler (D-N.Y.), ranking member of the Committee, said that the bill is important because it can help expose human rights violations taking place in Tibet.

"For Tibetans, restricted access to the region leaves them in virtual isolation from the rest of the world," Nadler said, "while also precluding international witnesses to the Chinese government's continuous violations of the Tibetans' human rights," which include arbitrary arrests, torture, heightened surveillance and severe restrictions on religious freedom.

Rep. Steve Chabot (R-Ohio) warned that "China is seeking to undermine the rules-based international order virtually every day." Although China tries to keep the rest of the world out of Tibet, the Chinese government is sending a growing number of state delegations to Western countries and creating new state-controlled media outlets in capitals around the globe, including Washington D.C.

Rep. Zoe Lofgren (D.-Calif.) said the Reciprocal Access to Tibet Act would help make sure China's relationship with the U.S. is fair and reciprocal.

The bill, which was introduced by Reps. Jim McGovern (D-Mass.) and Randy Hultgren (R-Ill.), now has more than 50 co-sponsors in the House. A companion bill was also introduced in the Senate by Sen. Rubio (R. – Fl.) and Sen. Baldwin (D. Wis.), and now has 8 co-sponsors.

In addition, Secretary of State Mike Pompeo recently expressed support for reciprocal access to Tibet for Americans in his statements to the House and Senate Foreign Affairs Committees.

The totalitarian regime in Communist China began their invasion of Tibet in 1949, reaching complete occupation of the country in 1959. Since that time, more than 1.2 million people, 20% of the nation's population of six million, have died as a direct result of China's invasion and occupation. In addition, over 99% of Tibet's six thousand religious monasteries, temples, and shrines, have been looted or decimated resulting in the destruction of hundreds of thousands of sacred Buddhist scriptures.

President Harry S. Truman signs the National Security Act, which becomes one of the most important pieces of Cold War legislation. The act established much of the bureaucratic framework for foreign policymaking for the next 40-plus years of the Cold War.
By July 1947, the Cold War was in full swing. The United States and the Soviet Union, once allies during World War II, now faced off as ideological enemies. In the preceding months, the administration of President Truman had argued for, and secured, military and economic aid to Greece and Turkey to assist in their struggles against communist insurgents. In addition, the Marshall Plan, which called for billions of dollars in U.S. aid to help rebuild war-torn Western Europe and strengthen it against possible communist aggression, had also taken shape. As the magnitude of the Cold War increased, however, so too did the need for a more efficient and manageable foreign policymaking bureaucracy in the United States. The National Security Act was the solution.
 
The National Security Act had three main parts. First, it streamlined and unified the nation's military establishment by bringing together the Navy Department and War Department under a new Department of Defense. This department would facilitate control and utilization of the nation's growing military. Second, the act established the National Security Council (NSC). Based in the White House, the NSC was supposed to serve as a coordinating agency, sifting through the increasing flow of diplomatic and intelligence information in order to provide the president with brief but detailed reports. Finally, the act set up the Central Intelligence Agency (CIA). The CIA replaced the Central Intelligence Group, which had been established in 1946 to coordinate the intelligence-gathering activities of the various military branches and the Department of State. The CIA, however, was to be much more–it was a separate agency, designed not only to gather intelligence but also to carry out covert operations in foreign nations.
 
The National Security Act formally took effect in September 1947. Since that time, the Department of Defense, NSC, and CIA have grown steadily in terms of size, budgets, and power. The Department of Defense, housed in the Pentagon, controls a budget that many Third World nations would envy. The NSC rapidly became not simply an information organizing agency, but one that was active in the formation of foreign policy. The CIA also grew in power over the course of the Cold War, becoming involved in numerous covert operations. Most notable of these was the failed Bay of Pigs operation of 1961, in which Cuban refugees, trained and armed by the CIA, were unleashed against the communist regime of Fidel Castro. The mission was a disaster, with most of the attackers either killed or captured in a short time. Though it had both successes and failures, the National Security Act indicated just how seriously the U.S. government took the Cold War threat.

In my analysis, China must open her eyes to Doomsday Revelation shared by Doom Dooma Doomsayer. In my view, Beijing awaits catastrophe, disaster, calamity, cataclysm, apocalypse, or Doom as described in The Book of Revelation, Chapter 18.

In his pursuit of the Chinese dream and the rejuvenation of the Chinese nation, President Xi Jinping has relentlessly tightened Party discipline and its grip on society. He has launched the Belt and Road Initiative (BRI), a project to vastly improve connectivity on land and at sea between Africa, the Middle East, and Europe through the construction of highways, airports, rail, and ports to facilitate trade and commerce between continents. It is hoped that Chinese investment in 64 countries would facilitate the flow of goods, minerals, gas, and foodstuff to China to keep its domestic economy humming and strengthen its outward power projection.
Under Xi, China has asserted its claims of sovereignty over the South China Sea not only through words but by concrete action. It is constructing artificial islands, which are being weaponized.
Xi’s China makes another claim of sovereignty over cyberspace. It is succeeding to a surprising degree. What information goes out of China and is allowed into the country is monitored and controlled by the Chinese Communist Party. Other authoritarian regimes are following suit.
China makes another claim of sovereignty. This time it is over Tibet’s spiritual space.  Whether the Party will succeed or not is another matter but its determination to do so is clear from a number of projects and policy directions.
In 2007, the Party issued a directive “the management measures for the reincarnation of living Buddhas in Tibetan Buddhism.” It is also known as order number five. Reincarnating Tibetan lamas must submit a “reincarnation application” to the Party for their reincarnation to be “approved.”
In 2016, China launched an online database of all reincarnating Tibetan lamas. Those not on the database are not “living Buddhas” in the Party’s eyes. And the Dalai Lama is not on the database.
Here the Party is confronted by the Dalai Lama dilemma. The Party wants the 15th Dalai Lama but not the 14th, who some senior cadres “ordered” him to reincarnate. In pursuit of this goal, the Party is moving aggressively in areas and countries that were not the fields of activities of the United Front, a Party organ considered its “magic weapon.”

Mongolia is the new field of activities of the United Front. These activities are made easier because Mongolia, a vast landlocked country with only two neighbors, China and Russia, is beholden to its powerful and dynamic southern neighbor for its economic wellbeing.  China is exploiting this Mongol vulnerability to “guide” Mongolia in its selection of Khalkha Jetsun Dampa, Mongolia’s highest reincarnate lama, whose previous reincarnation lived in Dharamsala for many years. China wants Mongolia to select the next reincarnation without any consultation with the Dalai Lama.
But the problem for China is that the Dalai Lama is enthroned at the very top of Tibet’s spiritual hierarchy. Reincarnating lamas’ spiritual legitimacy and acceptance by people, be they Tibetans, Mongolians or throughout the Buddhist Himalayan belt, derives from his recognition.
But China makes no pretense of its game plan in playing in Tibet’s spiritual realm. It is promoting the Beijing-appointed Panchen Lama, creating important platforms for him to gain wider acceptance. It is also promoting the late 10th Panchen Lama’s daughter in the hope she will throw her father’s spiritual weight to the Party’s choice of the next Dalai Lama. Beijing has lined up and is grooming young Tibetan lamas to help it choose the 15th Dalai Lama and to show to the world that there is Tibetan Buddhist church’s acceptance of its choice.
In making this plan’s the Party hopes that without a shot being fired it could appropriate the crown jewel of Tibet’s civilization and along with it the worldwide goodwill the present Dalai Lama has created for Tibet and its culture.
The problem for China is that the concept of reincarnation is a matter of faith and cannot be imposed through administrative diktat. That faith will be guided by the actions of the heads of all four schools of Tibetan Buddhism and that of Bon, Tibet’s homegrown religion, who fortunately are all in India. Above all, it will be determined by the decision of the 14th Dalai Lama.
